The U.S. Department of Agriculture has charged the Farm Service Agency (FSA) with the administration of this land conservation program. Landowners and farmers who participate in the program agree to remove environmentally sensitive land from agricultural production and plant species that will improve the environmental health and quality of the land. 

These landowners receive a yearly rental payment for participating in this program with contracts that often range from 10 to 15 years. The long-term goal of the program is to re-establish valuable land cover to help improve water quality, prevent soil erosion, and reduce the loss of wildlife habitat.

While these contracts are beneficial both for the environment and the landowners, 15 years is a significant commitment.
